Abstract:
Contracting Authorities continue to implement projects using conventional financing 
mechanisms. The study aimed to explore constraints in implementing PPP projects. The 
study examined the nature of ongoing PPP transport projects whereby respondents were 
purposefully selected from the target population of 150 PPP stakeholders. Questionnaires 
and interview guides were applied to collect data. IBM SPSS was used to analyse the data. 
The study confirmed constraints in PPP project implementation including limited access to 
finances, misinformation by private partners and high transaction costs. The study 
concluded that many Tanzanian Contracting Authorities are not adequately using the PPP 
financing approach to implement projects. The study, among others, recommends financial 
support to the private sector to undertake PPPs and intensify PPP courses for stakeholders.
